that would definitely be russian....
but i do find it ammusing that it might actually be legal for you to do what you are proposing ... .
try contacting the people that actually run the site .. they may have bought the website from that hacker and are being taken advantage of also... also ask them to translate to english for you.

one thing you might want to consider is that they might be running off of a server that des not belong to them(aka they are renting bandwidth and space) ,, ,if this is the case then if you do "damage" you may not be just effecting them , you might be effecting other websites as well and they could have a claim against you....
Even though it wont be as much fun I would probably just contact Internic and inform them of the situation. People in Russia do things a little different than we in north america and they are not as shall we say hospitable.
