No. 1: Can any of you tell me what program to use to read/write with a White Viper ISO 7816 programmer, (Besides Basic H and winexplorer),
and No. 2: Can you tell me a what brand of smart card to buy, that will work with the answer to No. 1 above? Forgive my cynicism, but I'm from Missouri, Texas, and I need to be shown that this White Viper programmer will work with another brand of smart card.

I don't think it's the wrong forum based on what he is asking. I would tell you that that programmer would work with something like the American Express Blue Card (trademark) and the software that they ship with it. There are countless uses for that reader/writer.

There are plenty and many are sold here in North America. The European 'Funcard' Line use Atmel based processors, quite often 8515 and extended eeprom.... Yes, just like an AVR. There are also SLE processor based smartcards which is where the name 'SLE' on some software comes from.. There are also 'dumb' eeprom only cards meant for storing information and no processing. Hundreds of kinds. Not to sound like a stuck record but TTRK has some of this on legal-rights. So if you have purchased anything like that to experiment, there is your legal use right there.
