what is the usual penalty

If someone gets caught using this stuff and gets tried for signal theft what is worse case senario? Pay a fine ... Jail time... ????

it all depends on what they convict you with. if it is just being an end user then you get a fine and a slap on the wrist. if you are making money off of this hobby then you get to give dave his fair share of it. oh and don't forget the irs or your local and state taxes either. whenever their is money involved you will be surprised at how many people start asking for a cut of it.
