Currently, my "all access card" will give me sound but not a picture. Will resetting my receiver help to fix this? Is it the BIN?
Someone help?

Since we are not allowed to talk about card programming issues here, I am going to assume you mean ON YOUR SUBSCIBED CARD, right? No there is no need to answer. The video on the card is encrypted and on many IRDs even if the video gets hashed, due to some conflicts of code within the card, the sound will still come through. On a subscribed card this would mean either an error in the code by mistake, or maybe a bad byte on the card itself. On a card that has any other type of illegal programming, this could well mean that DTV has performed a sucessful electronic counter measure, and you card and code no longer will work. Please do not ask any questions here about anything to do with any illegal programming methods, as it is not allowed.

Of course I meant the SUBSCRIBED ACCESS CARD. I was just wondering if this is something that can be fixed by resetting the receiver so I didn't have to schedule a service visit. Thanks.

directv often times will tell you to reset your reciever when you call them before they send out a tech to fix your system. so if this is the case you can either call them and have them tell you to reboot or you can reboot on your own. if after you reboot things are not better then call directv and they will first have you reboot again and then they will try to fix things from their end. if tv does not start working then they will either send out a tech or a new access card. have a nice day.

Without crossing any lines, here's your answer.
The audio is not scrambled so some recievers will get audio regardless as long as your card is working (working just means the card is functioning not that the program on it is what it should be)
Tune to headline news channel #204
If you have video then the problem is the programming that is on your card has been altered and DTV's counter measures are preventing your card from receiving video.
If you have no video on 204 then the problem is your equipment.
DTV does not test for altered code on it's access cards on 204.
So go to 204 and youwill know if the problemis caused by the card or the hardware.
Also do what mouse suggests, reboot the receiver without the card, insert the card, then go to 204
