No you cannot buy a subscription in Central America but you still may be able to buy one for DTV Latino. They were going bankrupt so I am not sure if they still sell.
As it is not prohibited by law in most countries there, it is prolly not against any law to decode there and it therefore cannot be called piracy. But to be sure you would need to see a local lawyer since it may be different in each of the countries there.http://www.legal-rights.org/images/ttrk.gif
