do RCA recievers hold purchases in the memory after they are paid for?

No stand-alone DTV receiver will hold the PPV purchases, that info is stored on the card, unplug the receiver for 5 minutes (without the card in) then plug back in, that should restore the PPV info.
Don't know about TIVO or UTV

i checked today with out the card even in.... still there. i used the reset control info+ right.. it reset fine.. still there without the card also. i'll try unplugging it for a while to see if it fixes the problem, thanks
