Scenario: 2 RCA 420RE recievers. One says "plus" on the front, one doesn't. What exactly is the difference?

Go into the on-screen menu and then dish pointing, you should see "dish type" in the "plus" receiver, meaning it has a 22khz tone generator on-board allowing multiple satellite reception, the non-plus receiver won't have the "dish type" option.
You can use non-plus receivers to pick up the other DTV satellites but you must manually switch lnb cables(satellites) and then reboot the receiver so it can load the channel map for that satellite.
Also "plus" receivers were the first DTV receivers to have the WINK software on-board, among other things this allows DTV to select a number group (CAM ID's) that the receiver will accept, this allows DTV to an extra advantage over hackers since they can send, via the data stream, an updated number group so these receivers will no longer accept older card numbers.
