i puchased a used unit and when i turn it on all i get is the web tv logo and it ties to dial out. How do i get to the regular screen. Any instructions on how to reset the unit will be greatley appreciated

Sounds like the unit needs a software download before it will operate. You will need to let it dial out or else manually load the software on the drive
