utv... is it fried?

My unit (rca490) keeps trying to go to webtv to load upgrades. But it won't connect? It keeps asking to try again. The phone line will connect with my other utv unit just fine. But the loop is driving me crazy.
Is it fried, we have had several storms or is it the hard drive? I have recently done the 3.7 upgrade using the winhex upgrade to the hard drive
and then someone mention a bad tuner will make it loop? Help me please?

If I were to guess, (and that's really all I can do from here ;) ) I'd look more toward the modem. That might have been damaged if, as you say, you had storms in the vicinity . . .
