CCTV on Galaxy 3C FTA

I'm trying to receive the above channel, but am failing miserably.

This is my setup:
-Pansat 2500A FTA Recvr
-4' Offset DTV Dish
-DTV Latin America LNB

These are the details for the LNB:
Input: 11.45 to 12.2 GHz
Output: 950 to 1700 MHz
Polarization: Horizontal/Vertical (Voltage Switching)

CCTV is on 11780 H Ku

The Pansat is getting 73% signal strength, but no quality.

Can anyone help?

You might try changing your DisEqc from 1 to 2 or 2 to 1 it helps on other satellites. Let me know if it helps.
