currently have new dish setup with one cable from dish to splitter in house feeding two tv's. I've got the single hd box that runs two tv's. I have another dish receiver but I'm wondering if I have to run another cable outside to dish to get it to work. I know the dish outside has another spot for another cable. Question is: To have 4 tv's in the house do I need two cables coming from the dish outside the house? Thanks

first what is the type of rec you are looking to hook up

if it is a dual recv dpp compatiable ... you probably need a single cable with a separator ... dual recv like the hd dual will do 2 rooms

If this is a new Dish installation, I assume the following:
1.) you have a dual tuner receiver allowing independant control of both TV's in the home.
2.) you have a dual cable running down from the dish, terminating on a dual ground-block, mounted either outside or possibly in a basement.
3.) you have a Dish Pro Plus Twin LNB mounted at the dish

What you call a "splitter" may really be a "diplexer", (allowing two-way communication onthe same coax simultaneously), a critical component in getting TV2 to work. Don't mess with this part if it is really a diplexer. (Read the label on the part. It will tell you what it is...)

If my assumptions are correct, the simple answer to your situation is just to run another cable from the open port on the ground-block to your new receiver. If it is a dual-tuner receiver, just copy the installation method on your other receiver, paying close attention to the diplexer hookups.
