dish 622 dvr

Have this hooked up to a voip phone line. it works, except can`t send signal downline to dish. there charging me like it`s not hooked to a phone line. they can`t help.everybody is pointing the finger at any other component, ie; linksys modem, netgear rangemax router etc. have been on voip for 2 years, no problem with dish in this regard, even first 2 months with 622. Only newcomer is the wireless router. But I have even bypassed it and still can`t send signal downline from 622. any suggestions?

I know in the phone setup there is a code you have to sometimes put in depending on your IP.
