Either your dish needs to be re-aimed, relocated if trees or buildings are interfering with the signal, or if you are in a fringe area you may need a larger dish if the dish is otherwise properly aimed and there are no interfering plants or structurs..

this is a dish 500 plus the signal is reduced and is 46 on 119.The mast is plumb
and elevation etc are correct. It did not always do this? i read that dishnetwork are having problems with their firmware?

Are you having any signal problems??? Dish recently added firmware to the receivers which makes the signal strengths significantly reduced but signals are still fine.

changed to a bigger dish no with now receive 119 but have trouble with 110 strength

Glad tohear that you now get 119 with the bigger dish. Get a bigger dish for 110 as well and run the leads through a switch. Problem should be solved but you will have two dishes. I understand there is a 30 inch dish that will capture both 119 and 110 but I cannot recall where I saw this. If you are in the continental US this single dish would work.
