Why no NewsWorld International ?

I noticed what appears to be a version of CBC called newsworld international on d**. I would guess this is funded by cdn tax payers and would like to know why it is not available to the general Canadian public ? I can't find any mention of it by any Cdn cable or sat tv provider. Does the crtc prevent us from watching our own tax funded channels ??

I've often wondered about that ! There used to be another Canadian channel on DTV once , but I can't remember the name . Anyone ???
