CHECK THIS THREAD OUT AND EXPLAIN WHY YOU CANT GET THE LOCALS WITH A MOD PLUS RECEIVER AND H CARD AND CANT GET THE LOCALS ON THE 119 BIRD? http://www.dsschat.com/forum/showthread.php?threadid=45378

On a non plus IRD pointed at 119 you will get locals from 119. Now your spanish channels will be all mixed up though. On a plus IRD the spanish channels look perfect and no locals come in.
