Took me a while to figure this one out. So I won't spoil it too much.
Its based on a loosy compression algorithm. Using that, its very easy to decrypt it. Once you do so, it all makes sense.
Here is the tool I've been using:

Its a open source project called LZIP. All the information on the Loosy compression is in the source. Take a look at if, and hopefully you too will see the light.
And if you get really stumped. Take at look in the area of the readme, around the date.
