Hi denverb2b,

I have several friends on Caribbean islands and its NOT illegal to test on any of them. And yes all of the islands GET the signal, just not with a standard 18" dish. The signal is much weaker by the time you get to the islands with the southern islands such a Bermuda needing quite a LARGE dish. Essentially there are people on any island that know what the minimum size is but I recommend you friends go at least 1 foot or MORE over the minimum because of the constant daily rain storms during the summer months.

Most will lose the signal for a part of each day if they have the minimum size.

Essentially any country that does not have its own film industry WILL NOT make decoding anything illegal in the islands. In fact there is even a whole community of testers in Cuba where the government WILL prohibit some people and turn a blind eye to others. That of course is for a very different reason.

In the Carib, in central and south America and Even in Bermuda it is not illegal to decode any signal you an get in almost all the islands and Central America but you should CHECK the local venue to be sure of that.

You never know when some crummy dictator will want to stop people from KNOWING what is going on in America.

I have relatives who live on the island of Dominica and for a short while there was a problem there DEPENDING on what political party you were aligned with. But in some 50 countries OUTSIDE the USA its not at all illegal to decode the DirecTV® signal or any other signal that is NOT sold and MARKETED there with Government authority. That signal that IS authorized would be illegal in almost ANY country where it is authorized for sale.

But DirecTV® is NOT authorized for any country outside the USA and its protectorates.

Always check with a local lawyer for the legalities but remember that most countries where the DirecTV® signal cannot be lawfully sold, it is also NOT THEFT to decode and view that "waste" signal. Although DirecTV® and giant American corporations may have MUCH influence there they do NOT try to exert any influence because their so called "losses" (in their imagination) don't really amount to a hill of beans where folks are often more concerned with getting a good meal for their family than good TV. Its essentially "the ELITE" that will have a DirecTV® dish and they usually don't want to screw with them.

Hope this helps you but DO check with locals for dish size and go at LEAST a foot bigger than they say and you will be satisfied.
