Where can one find a website listing the U.S. law regarding the legalities of using a pre-programmed card for Digital Satellites?

Keep incriminating to section 2512 and go up as well as look at 47 USC Sec 605. And there are still others as well. They even will try to use the Digital Millenium Copyright Act here:
