You need an MPEG2/DVB receiver. No, DTV and E* receivers won't work.

I have one of this receiver. Any info on how to program the card to work without subbing? Are there any expert out there willing to help? Thanks.

If your MPEG2/DVB receiver is for free-to-air programming, there is no card slot for access card. You can only get free programming. There are a lot of those in C/KU band.
If your receiver is meant for a specific subscription (e.g. Jedi service for Chinese, DFH service for Turkish, Taipei International service for Chinese, etc.), receivers in those service are mostly meant for that particular service. There are different encryption systems for each one of them. Most likely they are not interchangeable.
